Decree Monthly Digest is a summary of the most significant updates on Decree in the previous month.

Royal Decrees

Twelve royal decrees were issued in September, with the most significant being Royal Decree 62/2023 Amending Some Provisions of the Civil Aviation Law. Royal decrees were also issued establishing an embassy for the Sultanate of Oman in Australia, ratifying civil aviation agreements with Senegal and Belarus, and acceding to the Convention on the International Organization for Marine Aids to Navigation.

Ministerial Decisions

Fourteen ministerial decisions were published in the Official Gazette during this month, with the most significant ones being the Tender Board’s Regulation on Consolidated Procurement, MOCIIP’s Regulation on E-commerce, CMA’s Regulation on Online Insurance Operations, APSR’s Regulation Governing the Quality of Drinking Water, and the Ministry of Interior’s Regulation on the Elections of Majlis Al-Shura.

Decree Intel

Decree Intel was updated with an overview of the Oman Commercial Arbitration Centre, an overview of the legislative process in Oman, an overview of treaties in Oman, and a summary of MJLA Fatwa 192717255.

Blog Updates

Our blog featured a blog post by Riyadh Al-Balushi titled “Nothing but a Name: Collective Labour Disputes Arbitration Committee under the New Labour Law” along with updates on MOCIIP’s E-commerce regulation, the Tender Board’s Consolidated Procurement Regulation, the Ministry of Interior’s Majlis Al-Shura Elections Regulation, and the CMA’s Online Insurance Services Regulation.
