APSR Issues EV Charging Regulation

The Authority for Public Services Regulation has issued a new Regulation Governing the Activity of Charging Electric Vehicles to regulate the installation and operation of EV charging points.

The regulation distinguishes between private and public EV charging points and requires that those wishing to install a charging point obtain the approval of the electricity distribution company—not the authority—before installing an EV charging point. The regulation sets the tariff for electricity consumption of private EV charging points to be those stipulated in APSR Decision 6/2020, while the tariffs for electricity consumption of public EV charging points are those stipulated in APSR Decision 5/2020. In both cases, the owner of the EV charging point is required to install a sub-meter for measuring the consumption of the EV charging point.

The regulation grants the APSR the right to impose administrative penalties of up to 10,000 Rial Omani against persons who violate this regulation. The APSR may also impose administrative penalties of up to 20,000 Rial Omani against electricity distribution and supply companies found in violation of the regulation.

The regulation entered into force on 29 May 2023, and companies and individuals have up to 6 months to rectify their status to comply with it.
